HFT Learnings - Breakdowns Happen

Breakdowns happen between the level of executive decisions and operations executing.

The sequence is:

  1. Make an executive decision

  2. Tell operational managers to implement the decision

  3. Execute the decision by specific technical and communications actions

The executive decision to react to ransomware by shutting down networks is made to contain damage. (Turn off networks so we contain damage.)


The IT staff needs to decide the limits and how to execute the decision. (Turn off all of the connections between computers using specific domain controllers.)


Technical staff needs to take the steps. (Execute shutdowns on domain controllers, routers, and other inter-system connections for endpoints and servers.)


Are all the key players available to act? Is someone tracking vacation schedules and designating back-ups. Are there systems that could be damaged if they are taken offline without some shutdown procedure? The list goes on and on.
