Enterprise management strives to continue delivering its promises even as the business landscape and conditions change. Technical groups strive to continue delivering capabilities and capacities of services even as the same conditions change. Enterprise management starts from a larger perspective of delivering results as the process outputs with trade-offs and multiple objectives. Technical groups often optimize local resources and conditions from a perspective of available resources (such as technologies and human resources).
The qualities (ARS) focus on improving understanding risks, resource tradeoffs, and choosing a preferred outcome. A fundamental limitation of all discussions is that forces external to these models will make them less useful. Modeling SARS-CoV-2 infection spread has proven less useful than decision-makers desires. Reducing reliance on models is necessary when externals change. A year of Covid-19 impacts have made many models unworkable and in need of serious enhancement.
